Atlassian Isolated Cloud: Included, Not Included, Can't Be Changed
When a regulated buyer says “we'll just use Isolated Cloud,” this is what Atlassian's own documentation says that buys you. We quote it and let you conclude.
“Local hosting is not sovereignty.”
The distinction this page turns on is an industry analyst's, not a competitor's. Residency is where data is stored. Sovereignty is whose laws govern it. An organisation can have the first and not the second. Omdia found up to 45% of large enterprises expect to add or replace an ICT supplier for sovereignty or compliance reasons within 18 months, and that 28% of the 35 sovereign AI providers it evaluated disclose no proof of their sovereignty claims. That research is about sovereign AI providers generally, not about Atlassian.
Atlassian's Own Answer
“In short, Atlassian Isolated Cloud doesn't support data sovereignty.”
The same answer goes on to say that sovereignty “can have implications for how data must be handled beyond where it is stored,” and that Isolated Cloud “enables storing user-generated content in an isolated environment within supported data residency regions” but “this doesn't meet the definition of Data Sovereignty in many countries.” It is an Atlassian-managed environment, and per the FAQ it “follows the same guidelines for law enforcement as our commercial cloud services.”
What Is Included, and What Is Not
From Atlassian's Apps and features available for Atlassian Isolated Cloud page, as of 18 October 2026:
Available
- Jira
- Jira Service Management
- Confluence
- Atlassian Guard Standard
- Atlassian Guard Premium
Not available
- Bitbucket
- Compass
- Jira Align
- Jira Product Discovery
- Trello
- AI/Rovo
- Atlassian Analytics
- DX
Source control (Bitbucket), roadmapping (Jira Product Discovery) and Atlassian's AI layer (Rovo) are on the second list. Atlassian says it will keep adding Commercial Cloud capabilities over time, so treat that list as a snapshot and re-check it. Within the available apps, the same page lists further features as not supported, such as sandboxes and the administration-side “Data residency” feature, because in Isolated Cloud residency is not a setting.
Residency Is Built In, and the Region Is Fixed at Creation
Atlassian's Data residency for Isolated Cloud page says residency is “an inherent architectural property rather than a configurable setting” and compares it with Commercial Cloud:
| Commercial Cloud | Isolated Cloud | |
|---|---|---|
| How residency is set | Manual "pinning" via Admin Hub | No setup required beyond choosing a desired region |
| Moving regions later | Can migrate between supported regions | Fixed to the region of creation |
The FAQ states it plainly: Atlassian can provision an instance in any supported AWS region, “however, once an instance is provisioned, it can't be migrated to another location.” The page adds that customers cannot specify different residency requirements for different data or apps within one instance. If the region you picked stops matching your obligations, the documented route is a new instance.
Atlassian-Hosted LLMs Have Their Own Constraints
Atlassian's Atlassian-hosted LLMs page describes an option for customers who want models run on Atlassian-managed infrastructure. As documented:
- Available by request to Cloud Enterprise customers that activate Rovo AI
- No self-serve controls in Atlassian Administration yet
- Subject to higher Rovo credit rates for each billable action
- Runs on Atlassian-managed infrastructure "across multiple global regions"
- Not available on Atlassian Government Cloud
None of this says Isolated Cloud is unsuitable for a regulated buyer. It says what the product does and does not do. Whether that satisfies your obligations is a question for your own counsel and auditors.
If your requirement is control over where the software runs and who operates it, GForge Next can be run on your own infrastructure.
