How Much Does Atlassian REALLY Cost?
The advertised rate is $7.91/user/month. The real cost — once you account for tier rounding, mandatory add-ons, app multipliers, and annual price increases — is typically 4–7× higher. Here's exactly how that happens.
Cloud Annual Billing — Banded User Tiers
Monthly billing charges exact per-seat (at a 7–10% premium vs. annual). Annual billing uses fixed bands — you pay for the full band ceiling even if you only need one more user than the floor. Cross a boundary mid-year and you owe the full new tier through your renewal date, with no pro-rata refund if you drop back down.

Data Center — Annual License Tiers
Data Center is sold in hard seat-count tiers with no flexibility between them. The minimum entry point is 500 users. Pricing shown reflects the February 2026 increase (a ~15–20% jump from 2025 rates).
Data Center is end-of-life. No new DC subscriptions after March 30, 2026. Existing licenses expire March 28, 2029. Every DC customer faces a forced cloud migration on a fixed deadline.

Marketplace Apps — The Cost Multiplier
Most teams install 3–7 Marketplace apps. Each one adds $2–12 per user per month — and the billing rules make the total far worse than it first appears.
Apps bill against ALL licensed users, not just app users
If 500 people are licensed for Jira, you buy the 500-user tier for every app — even if only 20 people use that app. There is no per-app user scoping.
Cross-product maximum rule
App pricing is based on the highest user count across ALL Jira products on the site. If you have 100 Jira Software users + 80 JSM agents, every app on that site bills at 100 — including JSM-only apps.
Billing cycle must match the parent product
Annual Jira subscription = annual app subscriptions. There is no way to run monthly apps on an annual Jira license. This locks you into annual commitments for every installed app.
Apps use their own tier bands
Marketplace apps have independent tier brackets (documented: 1–10, 11–100, 101–250, and higher). A 110-user org jumps to the 250-tier for every app — paying for 140 unused app seats on each one.
Maximum Quantity Billing (MQB)
Rolled out starting 2024. Your monthly bill is based on the peak user count during the billing period, not your count at the end of the month.
You add 20 contractors on day 3 of the month
Project ends — you remove all 20 on day 15
You pay for 20 extra seats for the whole month anyway
Removing users mid-cycle provides zero refund or credit — it only frees seats for reassignment. Orgs with seasonal staffing or project-based contractor use typically see 10–20% systematic overage.
Other Structural Constraints
Confluence is separate
$5.50–$10.50/user/month additional. Not bundled. Virtually required for most teams.
JSM uses agent pricing
$21.42/agent/month (Standard) or $47.82/agent/month (Premium) — agent count still drives Marketplace app pricing for the whole site.
Guard (SSO) costs extra
SAML SSO requires Atlassian Guard: $2–8/user/month on top of base licensing — a 25–50% increase over Standard tier alone.
Features moved to Premium in 2024–2025
Major ITSM capabilities (incident management, change management) were moved from Standard to Premium, silently forcing upgrades with no new functionality added.
Annual price increases
~10% each October for Cloud. Data Center raised ~30% in February 2025 alone. Committing to an annual plan before October locks in current pricing.
No pro-rata refunds on annual plans
Cancel early and you owe the full year. No exceptions for over-provisioned seats discovered after contract signing.
Automation rule caps on Standard
Standard has a shared pool of 1,700 automation runs/month for the entire site. Premium grants 1,000/user/month. Large teams routinely hit the Standard cap.
DC infrastructure overhead
Self-hosted Data Center requires $2,000–$6,000/month in server, database, backup, and admin costs on top of the license fee.
